Steve L. Kruse

The most interesting discovery in copies of inspection reports provided by Animal Care for this licensee was a copy of an inspection report for Steve and Ray Kruse. What makes this interesting is the fact that it is illegal for someone to hold more than one license according to 2.1 © of 9 CFR. According to that section "No person shall hold more than one license". At this point it does not seem that primary enclosures used to transport dogs nor the primary means of conveyance are subject to inspection. There has not been any indication that these items were inspected since "NS" is marked adjacent to those requirements on the inspection reports. The most serious issue in the inspection report relates to the Identification requirements, Section 2.50. This facility was in violation of Section 2.50 beginning on September 13, 1995 as it was reported that "…dogs are tattooed with a number but the ID code (IABAI). Some dogs have tags." The next inspection was conducted on October 1, 1996 and Mr. Kruse still had not complied with the identification requirements. By January of 1997 Mr. Kruse still was in violation since the identification requirements failed to conform to that specified in the regulations. According to the inspection reports provided by Animal Care the next inspection at the Kruse kennel was conducted on December 16, 1997. The identification issue, which had been documented as a violation, had not been addressed in the inspection report. Additional documentation exists in which Mr. Kruse has evidently sold dogs to researcher institutions. The identification requirements are essential especially considering the issue of "pet theft". I have also discovered health certificates issued in the state of Missouri for Mr. Kruse leading me to believe that he may have an unlicensed facility in Missouri as well. Any puppies transported from Iowa to Missouri should be accompanied by a health certificate issued in the state of Iowa.
