Donna and Nile Zieman

I first became aware of the Zieman facility in early 1997. An informant had contacted another IDA representative to describe horrific conditions in which hundreds of dogs were housed. The informant had visited the Zieman facility during December of 1996. A request was made for copies of inspection reports for the facility and it was discovered that the facility was indeed inspected on December 4, 1996 at which time only 45 covered animals were inspected as indicated on the inspection report. In April of 1997 I accompanied the media and another IDA representative to the facility and undercover footage was obtained and later aired in the Des Moines, IA area. The footage obtained in April revealed conditions at the facility that clearly did not meet USDA’s minimum standards. Shortly after that endeavor had been completed it was learned that USDA had issued the licensee’s two licenses after initially refusing to do so. This was after conversations with USDA personnel assigned to the Ft. Worth office who had adamantly assured me that it was illegal for a person to have more than one USDA license (9 CFR, 2.1c). However, records obtained through a FOIA request eventually verified the contrary.

On October 24, 1995 an inspection was conducted for the "B" license portion of the facility and the sheltered and indoor areas of the facility were noted as "N/A" for not applicable. Those areas had been noted on previous inspection reports so it seems apparent that the outdoor enclosures are Class "B" areas while the indoor and sheltered areas are Class "A" areas of the facility. Additionally, items pertaining to transportation are very rarely seen, thus remain uninspected for years on end. This is perplexing especially in light of many incidents and news exposé’s that have documented atrocious conditions as well as dead animals in transit situations.
