If USDA officials had their way facilities the size of Mr. Berkbigler’s would be exempt from licensure and consequently not face periodic inspections. Even though Mr. Berkbigler’s kennel is relatively small he does seem to have problems meeting USDA’s minimum standards. Although I have not personally visited this kennel I am aware of a complaint that originated in Ohio. A potential consumer saw a sickly beagle puppy in a pet shop that originated from Mr. Berkbigler’s kennel. I received threatening calls from the broker as well as Mr. Berkbigler after I had contacted the manager of the pet shop. I was simply trying to determine where the puppy came from and had no idea that it had been shipped from Missouri.
