Suspected Strangling of Mississippi Puppies Outrages Authorities

Sparks Outcry for Tougher Laws

On Thursday, February 11, 2016, a woman saw someone toss a plastic bag out of a car window on Old Highway 49 in the McHenry community of Stone County, Mississippi. To her horror, there were six dead puppies inside the bag. One pup had a rope tied around his neck. Authorities believe each of the puppies may have been strangled.

Stone County Chief Deputy Phyllis Olds, a veteran of cruelty cases in her county, is taking the crime very seriously. Our Justice for Animals Director Doll Stanley spoke with Chief Olds regarding the incident. For reasons easily comprehended, Chief Olds explained why she and Stone County SPCA President Katie Stonnington were in mutual agreement that the offering of a reward in this case would be counter-productive, so we did not offer a reward in this case.

This grievous incident gave true cause to the clamoring of law enforcement officers who have been stressing the need and demand for laws that will give them the legal authority to mandate that a guardian must care for an animal as befitting of the particular species and with consideration of individual needs. They want to also have the language of the law on their side in order to charge and arrest an animal abuser.

State Senator Angela Hill has introduced SB2174, a bill that specifically targets the abuse or neglect of dogs and cats. Senator Hill intends to change current MSSS 97-41-16 (a) & (b). Currently a person may only be charged with one count of animal cruelty for each incident, no matter how many dogs or cats are involved. Hill’s bill would allow up to ten counts per incident, plus, the first offense of aggravated cruelty, like torturing, burning, or mutilating a cat or dog, could be charged as a felony.
