Good news for California animal companions! Assemblymember Matt Haney has introduced AB 2344, a bill to help keep animals out of the hands of convicted abusers by creating a statewide online animal abuse registry. Now is the time to help move this important legislation forward.

AB 2344 would require adults convicted of felony animal abuse in California to register with local law enforcement for 10 years. Certain information would then be made available through a public online registry, giving shelters, rescues, and members of the public a critical tool to help prevent animals from being placed with people who have committed serious cruelty. Tell your state assemblymember to support this crucial legislation!

Animal abuse registries help prevent future suffering by making serious cruelty convictions visible before more animals are placed at risk. People who have violently harmed animals should not be able to quietly adopt, buy, or gain access to vulnerable animal companions.

Along with the creation of a registry, the bill would also create an Animal Protection Fund that would support the operation of the registry, along with helping to fund local spay and neuter programs.

If passed, California would become the third state to create an animal abuse registry, following Tennessee and Florida. The registry would be available by January 1, 2028. California has the opportunity to take a major step forward for animal companions and public safety.

As your constituent, I am writing to urge you to support AB 2344, legislation that would create a statewide animal abuse registry in California.

This bill would require adults convicted of felony animal abuse to register for 10 years, making critical information available to help shelters, rescues, and the public avoid placing animals with known abusers. It is a practical, preventative measure that can stop further harm before it happens.

Animal abuse is not an isolated issue. It is often linked to broader patterns of violence, and allowing known abusers continued access to vulnerable animal companions puts both animals and communities at risk. AB 2344 offers a meaningful step toward accountability and prevention.

In addition, the creation of an Animal Protection Fund to support the registry and spay and neuter programs will strengthen animal welfare efforts across the state.

California has the opportunity to lead by taking this common-sense step to protect animal companions and promote public safety. I respectfully urge you to support AB 2344.
