A Florida man is facing a felony animal cruelty charge after being caught on surveillance camera assaulting one of his girlfriend's cats while she was out.

On September 30, 2025, the Cape Coral Police Department responded to a call about suspicious circumstances involving the violent abuse of a cat that resulted in the arrest of Travis Fehr.

According to the police department, officers responded to a call from a woman who had installed a home security camera and caught her boyfriend punching one of her two cats while she was out. She told the police she had noticed “weird injuries” on one of her cats the day before, including an injured leg. Fehr had told her the two cats had been fighting, and that's how the injury was caused, which prompted her to set up a camera.

An officer who observed the video stated that he saw Fehr in the bedroom reaching under the bed before pulling out a cat, holding him down, and striking the cat with a closed fist seven times. Fehr later confessed and apologized to his girlfriend via text once his actions were impossible to deny.

Responding officers also observed visible injuries, including blood in and around Joy's mouth. Both cats, Scrumph and Joy, were transported to a veterinary clinic for treatment. It turns out that Fehr had broken Scrumph's leg the day before he pummeled Joy's head repeatedly.

Fehr was arrested and charged with aggravated animal cruelty for the one crime caught on video, a third-degree felony. Under Florida law, the charge carries a potential sentence of up to five years in prison and $10,000 in fines, along with possible court-ordered counseling and prohibitions on engaging with animals. He's also facing a charge of domestic violence that was filed in December.

Research and frontline experience show that violence against animal companions is frequently used as a form of coercive control in abusive relationships, most often by men against women. Abusers harm or threaten animals to intimidate a partner, enforce silence, and assert power, knowing the deep bond many people have with the animals they love. This violence is not separate from domestic abuse but a clear warning sign of escalating danger that puts both people and other animals at serious risk.

Cases like this show the importance of vigilant reporting, documentation, and strong enforcement of animal cruelty laws. The case remains pending as Fehr awaits prosecution.

Subject: Man Charged With Animal Abuse and Domestic Violence Must Face Maximum Penalties

I am writing to you in support of the prosecution of Travis Keith Fehr, who is facing charges of animal cruelty and domestic violence. 
In September 2025, Fehr was caught on surveillance set up by his girlfriend, which caught him violently punching one of her cats, Joy. She set up the camera after noticing serious injuries to her cat, Scrumph’s leg, which turned out to be broken, needing surgery to repair it. Both cats had been victims of his brutal abuse and required veterinary treatment.

It was her surveillance footage that led to Fehr’s arrest. He is accused of pulling one cat, Joy, from under a bed, pinning her to the floor, and punching her repeatedly. Officers reviewed the footage, and investigators reported that Fehr later sent text messages apologizing for hitting the cat.

Responding officers observed visible injuries, including blood in and around the cat’s mouth. Both cats received veterinary treatment at Indian Creek Pet Hospital.

Fehr was taken into custody and booked on one count of aggravated animal cruelty. I would like to ask that a second felony animal abuse charge be filed for the breaking of Scrumph’s leg. Under Florida law, each felony charge carries a potential sentence of up to five years in prison and $10,000 in fines, along with possible court-ordered counseling and prohibitions on engaging with animals. I am hoping to see a ten-year sentence and $20,000 in fines for his violent actions against his girlfriend’s helpless cats.

Disturbingly, he is also facing a charge of domestic violence against his girlfriend that was filed in December.

Research and frontline experience show that violence against animal companions is frequently used as a form of coercive control in abusive relationships, most often by men against women. Abusers harm or threaten animals to intimidate a partner, enforce silence, and assert power, knowing the deep bond many people have with the animals they love. This violence is not separate from domestic abuse but a clear warning sign of escalating danger that puts both people and other animals at serious risk. Innocent members of your community deserve to be protected from violent offenders.

I hope your office will recognize the escalating pattern of abuse that often includes innocent animals and hold Fehr accountable by seeking the maximum penalties possible on all charges. He must also be forced to pay restitution, undergo a mental evaluation and treatment, and be prevented from future contact with animals.
