The Unaffordable Truth: How private should public records be?

Earlier this month, IDA shared a provocative 4-part exposé by Portland’s Carla Castano of KOIN 6 news on Oregon Zoo’s (OZ) long history of lies and manipulation about elephant welfare.With so many skeletons leaping out of the zoo’s closet, the 4-part series expanded into 5 parts with the latest segment looking at ‘the high cost of obtaining public information”.

KOIN 6’s efforts to obtain “public records” of elephant medical reports and breeding strategies from Metro – a Portland area government entity -proved to be not only complicated and difficult, but also outrageously expensive. $17,000 was the quoted price tag for what should seemingly be PUBLIC information. Further, KOIN 6 news ran into the same unreasonable roadblock a year ago when they attempted to access these same records. So what, exactly, does the term ‘public records’ mean in Portland? Not only is KOIN 6 daring to investigate the dark world of the OZ’s ruthless elephant programs, they are at the same time unwittingly bringing into question how much Portland’s ‘public records’ are more likely private property. What don’t they want us to know about the elephants at the OZ?
