Initiative Petition 28 (IP28), also known as the PEACE Act, is a landmark ballot initiative in Oregon that would remove key exemptions in animal cruelty laws that currently allow the intentional injury and killing of animals used in farming, research, hunting, fishing, and related practices. The campaign has collected over 130,000 signatures and continues to gain support ahead of the July 2nd deadline, bringing it closer to qualifying for the November 2026 ballot!

Urgent Signature Deadline 

With about a month remaining, more signatures from Oregon residents are needed now. The initiative has already surpassed the minimum threshold but will need to submit significantly more signatures to qualify, as many are often removed during the verification process, which begins in July. November 2026 could mark the first time a large portion of the public can vote for a world no longer built on the abuse and killing of animals. Spread the word!

Real Protections From Animal Cruelty

The main goal of IP28, or the PEACE Act (People for the Elimination of Animal Cruelty Exemptions), is to extend legal protections currently applied to animal companions to all animals. It would define animal abuse in Oregon as the intentional, knowing, and reckless injury of an animal, including sexual assault, such as the forcible impregnation of farmed animals.

As a result, the measure, if passed, would prohibit slaughterhouses, hunting, fishing, and animal experimentation, while preserving exemptions for self-defense and veterinary care. It would not ban plant-based agriculture or non-lethal approaches for wild animals. 

Oregon’s legal definition of “animal” excludes invertebrates, so insects and similar species would not be covered under the measure. It also does not prohibit guardianship of animal companions, but places time-limited restrictions on harboring animals for individuals convicted of animal abuse, neglect, or sexual assault.

A New Approach to Animals and Society

Animals have needs for social interaction, exploration, bonding, and protection, just like animal companions, but those needs are not acknowledged or valued for other animals. Many alternatives to animal farming, wildlife management, and animal research already exist, with further innovation also possible.

The IP28 campaign acknowledges concerns about ending animal farming, hunting, and fishing, and emphasizes a shift toward crop-based agriculture for humans, improved food access, and non-lethal approaches for wild animals. 

A Transition Fund included in the initiative is intended to support workers and industries as they shift away from systems based on abusing and killing animals. While the campaign recognizes that reaching majority support may take time, it notes that cultural shifts and economic transitions often begin before laws change. 

Most people already go out of their way for the animals they share their homes with. This unprecedented and transformative initiative challenges outdated and unnecessary views of animals as resources and commodities and invites everyone to extend their empathy and sense of justice to all other animals, too.
