An Arkansas man has been arrested for nailing a dog he shot multiple times to a plywood stand at an intersection with a warning not to dump dogs in the area. Demand maximum sentencing in this case!
On March 6, 2024, the White County Sheriff's Office charged Franklin Scott Smith with felony aggravated cruelty to animals, and misdemeanor charges for public display of obscenity and disorderly conduct. It's alleged that in November 2023, Smith shot and wounded a dog and nailed him to a plywood board spray painted to read, “This What Happens To Dogs.” Another board aligned with this board was sprayed with the words, “Don't Drop Dogs.”
Smith claimed he killed the dog quickly, but a necropsy determined the shot wounds were not lethal and the blood on the board meant the sadistically tortured dog was probably alive when spikes were driven through his feet.
His plea arraignment is on the docket for April 2, in the White County Circuit Court. He's facing a possible sentence of six years of incarceration and a $10,000 fine and may be ordered a psychological or psychiatric evaluation and treatment at his own cost which are all things we want to see. He also must never be allowed around animals again.

Dear District Prosecutor Rebecca Reed McCoy:
I’m writing to support the conviction of Franklin Scott Smith, who is facing felony animal cruelty and other misdemeanor charges for nailing a wounded dog to a plywood board at an intersection.
There can be no leniency for a person who can commit such a heinous act, allegedly to deter the abandonment of dogs in his area. I hope you will seek maximum sentencing in this case, and ensure Smith is mandated to receive the counseling he clearly needs. He also must never be allowed around animals again.
I will be following this case to fruition and ask that you present my strong concerns to the presiding judge during the sentencing phase of Smith’s trial.
