Homeless dogs and cats deserve compassion and aid, but instead, they often get bullets and poison. In 2024, Mongolia passed its first animal protection law to ban cruel killings — but we must act quickly to ensure that compassionate measures are in place or else it could be back to “business as usual.” Discover our plan to offer a lifeline to 300,000 homeless animals struggling to survive in one of the harshest climates on Earth!

The Challenge: A Crisis in the Making

Thanks to compassionate In Defense of Animals supporters like you, and our dedicated partner, Lucky Paws, the Pet Law has outlawed lethal killings. It’s a major win! Yet without our urgent help to implement a better solution, animal homelessness will remain.

Sterilization for dogs and cats in Mongolia is mostly unknown — only 5-10% of Mongolians are aware of spay and neuter. Besides a lack of knowledge, remote rural areas have zero access to veterinary services for animal companions. With scarce food and water, and winter temperatures regularly plummeting below -20, homeless animals are entirely alone to face unimaginable suffering.



Without decisive intervention, the number of stray animals will surge, putting pressure on the government to restart the killings.

We Must Act Now

The consequences of inaction are dire. We’ve seen the devastating effects when spay and neuter programs are neglected. In Turkey, weak enforcement of spay and neuter regulations has resulted in a horrifically brutal ongoing mass slaughter of animals.

If we don’t act swiftly to establish a sustainable spay and neuter program in Mongolia, we risk backsliding into a nightmare of bloody mass shootings and poisonings.

In the past, the government killed 90,000 to 100,000 stray dogs every year as a desperate population control measure — let’s make sure that never happens again.



A Humane, Effective Solution

Together with Lucky Paws in Mongolia and a team of specialized veterinarians, we’re launching a critical pilot program to bring animal birth control to Mongolia’s rural provinces, reaching the most underserved communities in the world.

Our goal is to sterilize 250 dogs and cats in the initial phase to prevent the birth of thousands of unwanted animals. We hope to raise awareness about the benefits of spay/neuter and make a compassionate and sustainable model for the government of Mongolia to follow.



The stakes couldn’t be higher: this initiative has the power to create a future where every dog and cat can live safely and without suffering.

How Your Support Saves Lives

  • $60 sterilizes one animal, providing all costs including safe anesthesia and pain relief.
  • $325 covers the fees for a veterinarian to operate for an entire day.
  • $3,290 funds the complete spay and neuter of a whole province, changing the lives of hundreds of animals.
 

We need to raise $13,150 to fully fund this pilot project and lay the foundation for Mongolia’s first countrywide spay and neuter program.
